April 14, 2017—Pennsylvania House Bill (HB) 1182 would require inspection agents to perform a VIN recall search as part of the vehicle safety inspection process. If there is an outstanding recall, the inspection agent would be required to notify the vehicle owner.
Under HB 1182, which was introduced by State Rep. Madeleine Dean (D-153), the presence of a recall notice would not necessitate failure of a vehicle to pass inspection.
The bill exists with a larger package of automotive consumer protection bills that requires dealerships that sell used vehicles to inform customers of underperformed manufacturer recall work.
